National Industrial Recovery Act is adopted in Washington, D.C.

Signed by President Franklin Roosevelt, the law includes Title II, which establishes the Housing Division of the Public Works Authority. The agency subsequently implements a program of slum clearance and construction of government-subsidized low cost housing that begins in Boston in 1938.* The NIRA is subsequently declared unconstitutional by the Supreme Court.
